The plan is based on recommendations submitted by Yosef's close associate Tel Aviv Chief Rabbi Shlomo Amar, who traveled secretly to Ethiopia a few months ago at the request of Yosef and Shas leader Eli Yishai. Rabbi Amar recommended bringing most of those waiting to immigrate to Israel (22,000 people dwelling in two camps in Addis Ababa and in Gondar) in an accelerated process which would obligate the candidates for immigration to undergo a Jewish training course in Ethiopia. The thousands of candidates have been awaiting immigration for the past three years According to the plan, Ethiopian rabbis, trained by Rabbi Yosef, would travel to Ethiopia and establish religious institutes in the Addis Ababa and Gondar areas. The candidates for immigration to Israel, who are in fact descendents of Jews, will have to undergo a course lasting a few months. The rabbinic emissaries will teach the prospective immigrants the various laws and customs of the Torah.
