Foreign Minister Silvan Shalom has asked European
Union officials to not to support a Palestinian attempt to take the matter of the West Bank security fence to the International Court of Justice at the Hague.
Shalom, who met with officials at the two-day Euro-Mediterranean summit in Naples,
warned that such a move would
render the U.S.-backed road
map for Middle East peace totally meaningless.
"If this is how it will be, then we
can skip the negotiations and
take everything straight to the Hague," said Shalom.
Shalom said that a UN vote on a Palestinian proposal to bring the security fence before the
International Court has been postponed to Monday, december the eighth.

Foreign minister Shalom met with his Egyptian
counterpart, Ahmed Maher, and held an
unofficial meeting with Palestinian Foreign Minister Nabil Sha'ath at the Naples summit,
the report said.

Spanish Foreign Minister Ana Palacio suggested a "moratorium" during which Israel would freeze all construction work on the separation fence
and both sides would stop the violent attacks. Palacio assured Israels foreign minister that Spain would maintain its opposition to any move that would grant the Hague the necessary leeway to discuss the grave matter of the fence, as has Italian Foreign Minister
Franco Frattini. Israel has also been told that
France will oppose the same.

Shalom took the opportunity to criticize
European ambassadors to Israel who were invited to tour the West Bank fence but refused to do so, and Ireland's decision to withdraw a United Nations resolution against anti-Semitism
because of objection of some countries.

EU to condemn both terrorism, security fence
The EU was set to end its two-day meeting with Israel and its Arab neighbors on Wednesday by mixing
new pledges of economic and moral support for
the Middle East with harsh words for
Palestinian militants yet not as harsh for hardline Israeli
policies.

Both are not assisting the peace process, said the
draft of a statement to be issued after the meeting of EU foreign ministers with their
opposites from Israel and the neighboring Arab representatives.

"Strong concerns were expressed regarding the
route marked out by Israel for the fence in the
occupied West Bank and East Jerusalem," said
the draft statement.

It said the fence erodes the peace process by making it physically impossible to set up a Palestinian state alongside Israel.

At the meeting, the statement added, it was emphasized "the new Palestinian government under Prime Minister [Ahmed] Qureia must
concretely demonstrate its determination in the fight against extremist violence [and]
consolidate all Palestinian security
services."

The statement goes on to say that "the fight against international terrorism both state and otherwise will remain the top priority of the whole international community."
It did remind Israel that the "sharply
deteriorating humanitarian situation in the West Bank and the Gaza" is the one of the main cause of terrorism."

The draft statement said "a comprehensive peace
in the Middle East will also have to include
Syria and Lebanon."

The EU statement welcomed the symbolic peace
accord, unveiled in Geneva this week, that proposes solutions for the most intractable disputes: borders close to Israel's pre-1967 frontiers, giving Palestinians most of the West
Bank, Gaza Strip and part of Jerusalem and a symbolic share of water wells while
removing most Israeli settlements there.

"Initiatives from civil society on both sides were welcomed as contributions to the effort to promote rapprochement, confidence building and the search for a lasting peace," said the draft
statement that was not a joint communique but
contained "conclusions" of the EU presidency,
now held by Italy.

The Euro-Mediterranean meeting is a regular part
of the EU's economic outreach program that has
poured more than -US$11.8 billion in economic
and other support for Israel and its neighboring Arab countries.


EU External Relations Commissioner Chris Patten
asked Foreign Minister Shalom on Wednesday to
be more helpful to humanitarian relief groups,
saying red tape makes their aid deliveries to
Palestinians 20 percent more expensive than
elsewhere in the world.

Patten said that "technical barriers" by the
Israeli government slowed down aid deliveries
and drove up their costs.

Officials said these include the requirement for
relief workers to obtain permits for themselves
and their deliveries.

"We seek Israeli help to make sure the
deliveries are not so expensive," officials
quoted Patten as telling Shalom on the
sidelines of the Euro-Mediterranean ministerial
meeting.

Palestinians are the largest recipients of EU
aid. In the last four years, the Europeans have
donated close to $1.20 billion in economic and
other assistance.
