The mayor stated:
1. Cut of electricity and water, the IDF does not like to coordinate. Tomorrow they are going to open the town for three hours. Promised, we are not sure yet. Part of the temporary repairs were re-destroyed, so now 30% of the town without electricity and water: 12,000 people.

The municipal authorities stated:
1. At 8.00 AM April 4 in the morning the IDF lifted the curfew on Qalqilya for 4 hours, until 12.00 noon. At 10.15 the maintenance crews were making emergency assessments and repairs to the main damages in the water network and the main water supply is likely to be restored, although in a improvised manner. Initial reports are that there are not sufficient spare parts to fix the damages, and plastic pipes are used to replace steel water pipes.
2. After their assessment the Municipality will submit a list of spare parts with the request to be allowed to import these parts from Israel. If all repairs succeed, around 20,000 people have been without water from March 31 till April 4.

1. Since the first hours of the IDF incursion, March 31, the IDF bulldozers have destroyed the outlets of the main water storage tank, the main water supply pipelines and the electrical network.
2. Water has running out from the destroyed pipes in the streets since 48 hours.
3. Around 50% of the city, 20,000 inhabitants is without water and electricity since 2 days.
4. The municipal authorities received several phone calls from the inhabitants of the east and the east west areas claming that they are running out of potable water, since roof water storage is empty.
5. The municipal authorities stated that they tried to contact IDF Officers in an attempt to coordinate for the movement of the municipality maintenance groups, but the answers so far is they are in a meeting, try later they are busy ...etc.
