Take for example the famous "path of the wall". There was a protest camp in Dier Balut a few months ago, in a construction site of a school.
They got from various Israeli authorities 3 different maps. In one of them, the school was outside the fence (typical), in another one it was inside the fence, but close enough to become a "security risk" that has to be demolished, in the third map, the 60-100m wide barrier went *over* the school (and it had to be demolished, of course).
All 3 maps came from some Israeli office(s). There were probably officials who saw all 3, but there's only one person who will decide according to his immediate needs where to build the next meter of the barrier, and his name is Ariel Sharon.
Transparency is a god idea, and we should continue to do whatever we can in order to research how to implement it (see http://www.law.co.il/shownews.html?d=h&abtd=1&news=1366), but in Israel of 2004, where Vanunu is not allowed to see what *he* said in his trial because that's too classified for *him*, transparency is a mere dream
